Job description

Our client was established in 2020 as a statutory state-owned corporation and is the legal owner of an extensive portfolio of railway assets, including track, signals, power systems, rolling stock, stations and platforms and significant land holdings around stations within metropolitan and regional NSW.

They are currently looking to engage an Assistant Development Manager within the Commercial and Property Team for an initial 12 month contract based at Pitt Street. 

You will report to the Senior Development Manager/Development Manager, Commercial & Property, and assist with the ongoing development of transformational commercial initiatives across the portfolio, in line with business objectives and financial performance targets. As Assistant Development Manager, you will assist with the negotiations of various commercial agreements, including JV and PDA arrangements with numerous commercial parties, and attend to the day-to-day administration and procurement associated with these projects.

The role will also involve the management of all lease administration, property expenditure, forecasting, general administration and relationship management between the organisation, Transport for NSW and relevant agents working on the organisatio's portfolio. The role is accountable for providing efficient and professional support to ensure the ongoing efficient management of administrative actions for the TAHE portfolio.

Key accountabilities
  • Represent the organisation and assist with the development, scoping, definition, and approvals required to initiate projects or programs and work with private sector proponents to effectively achieve agreed quality deliverables and value;
  • Represent the organisation and drive the ongoing management of general property related matters, including lease administration, reviewing expenditure against budgets, facilitating contract executions and negotiations, monitoring tenant arrears, monthly reporting, annual budgets and outgoing reconciliations;
  • Drive the identified capital works to improve the retail portfolio, including business cases, budget and program;
  • Work with TfNSW to identify an annual divestment of land parcels to be included in the budget and drive the outcome to ensure the budget is achieved;
  • Working proactively with our TfNSW partners and appointed agents to resolve tenant related issues quickly and effectively, and development a comprehensive understanding of the maintenance requirements of the assets within the portfolio;
  • Effectively balance and produce project deliverables and objectives across multiple stages on multiple projects;
  • Set and monitor procurement activities including formulation of services briefs, tender and contract documentation, assessment and management supported by the teams’ procurement and commercial managers.
  • Assist with Accounts Payable and Accounts Receivable functions
  • Assist the Development Managers with issuing purchase orders and set up shopping carts for consultant engagements, in line with relevant procurement processes;
  • Review and manage lease-related documentation (leases, bank guarantee’s, insurance certificates);
  • Lead and oversee processes to monitor compliance with legislation, policy, governance, and process requirements and implement robust due diligence processes, legal processes and risk management strategies promoting the highest standards of probity.
  • Set, review and assist in managing detailed project budgets, forecast cash flows, cost control, managing variations, mitigation strategies and accurate timely reporting
Essential requirements
  • Tertiary qualifications in Real Estate, Property Economics, Property, Property Management or Asset Management;
  • Thorough market knowledge and understanding of the residential housing and commercial development markets, including competing development projects;
  • A thorough understanding of the relevant planning system and controls and can seek and obtain required development approvals;
  • A commitment to continual learning, and a strong desire to be a team player and committed to delivering world class outcomes for TAHE;
  • Flexible and capable of managing multiple programs at the same time;
  • Ability to be a self-starter, work autonomously and as part of a team
