Job description

Our client is a Government wide organization within the Transport sector and due to a large increase in workload have identified an urgent immediate requirement for a 
Governance and Systems Assurance Manager to work on a long-term contract basis.
 
Primary purpose:
 
  • To ensure the risk management and assurance regime is effective with identified, documented and approved processes to ensure that the projects achieve the required functional, governance, risk outcomes.
  • The Safety and Risk Assurance Manager provides expert and specialist risk management advice, capability and capacity to line management to support achievement of operational and risk management requirements and ensure compliance with applicable regulatory standards
  • To ensure the completion of gates for minor, important and significant rated projects with seamless handover from the planning to delivery. The completion of gates at the planning phase shall ensure non encumbrance for the delivery team in terms of configuration management requirements and variations or delays due to non-compliances of the Sydney Trains SMS and ASA configuration requirements for capital funded projects.
  • The Safety and Risk Assurance Manager is responsible for supporting the Governance and Systems Assurance Manager in the delivery of the risk management requirements through Tier 1, 2and 3 configuration management gateways included and not limited to Sydney Trains Configuration Management Plan, Sydney Trains SMS and TfNSW related projects.
  • The Safety and Risk Assurance Manager is responsible for the risk mitigation documentation issued to ST Stakeholders for all Gateways approvals and endorsements  This role interfaces as required with other FND program risks registers to achieve the required mitigations controls as fit for purpose, streamlined stakeholders workshops and reviews and desired safety change outcomes for the maintainer, operations and customer service
 
Key accountabilities:
 
  • Provide expert level advice on the interpretation and use of reports/data extracted from the SER Risk Register or quantitative assessment model; and implement all aspects of the SER Risk Register including governance, data quality, application of controls within the business unit
  • Prepare and review of risk management plans, reports, assessments and analysis to drive achievement of targeted risk management objectives
  • Provide risk management advice covering enterprise risk, operational risk and project risk management disciplines to support informed strategic decision making; and provide specialist risk management support, advice and mentoring to line management and staff to develop their risk management competencies and assist them deliver against their safety accountabilities
  • Contribute to the development of the quantitative risk assessment model in line with contemporary industry practice
  • Provide specialist risk assessments using techniques such as Fault Tree Analysis, Cost Benefit Analysis to the executive management team and other business units as required in order to support risk based decision making.
  • Perform change assessments, hazard analysis and risk assessments to facilitate identification of risks and inform appropriate risk management strategies to address these
  • Maintain and develop SER and operational risk registers to identify, record and report on issues and coordinate risk management activities
  • Execute safety responsibilities, authorities and accountabilities consistent with Sydney Trains safety management system requirements which are defined in SMS document number SMS-02-RG-3058.
 
Selection criteria:
 
  • Demonstrated experience in the technical aspects of risk management within a rail infrastructure manager complex organisational and governance environment.
  • Experience in working with DRICA or similar risk management systems or enterprise solutions.
  • Demonstrated risk management registers and controls integration experience in the technical aspects.
  • Excellent communication, presentation and reporting skills, including ability to communicate and influence the outcome of significant issues that require implementation by others.
  • Proven track record of successfully working with TfNSW risk management, Governance and managing external audits.  Demonstrated high level relationship management, negotiation and conflict resolutions skills and experience in building productive relationships
  • Tertiary qualification in a Risk relevant discipline with demonstrated experience in the application of risk assessment techniques to support risk based decision making within a safety critical environment
  • Demonstrated ability to provide expert level analysis of SER and operational risk data
